This study was implemented with aim to design Pedagogical Module of Active Learning based on 4Cs Skills in Whole Number and Basic Operations in Mathematics. This module is for the use of mathematics teachers and Standard Three primary school pupils. The Fuzzy Delphi technique involving 16 experts from the field of pedagogy and primary mathematics was used to determine the elements of the module. As a result, items from Whole Number and Basic Operations content standards, 4Cs skills and active learning activities have been determined based on rankings from expert consensus through the defuzzification process. In conclusion, the items that occupy the top ranking are the most appropriate and will be used in the development of the PA4K Pedagogy Module. The theoretical implication of this study is the production of a pedagogical framework of active learning based on 4Cs skills for whole numbers and basic operations of mathematical which constructed from the mapping of expert-selected items.
