Abstract

Pelaksanaan program pemindahan ilmu tatacara menyelamat ketika banjir adalah salah satu langkah inisiatif Universiti Pendidikan Sultan Idris (UPSI), Pejabat Tanah dan Jajahan Kuala Krai (PTJKK) dan Kementerian Pelajaran Tinggi (KTP) untuk meningkatkan pengetahuan dan kesedaran komuniti dalam mengaplikasikan tatacara menyelamat sewaktu banjir. Pengetahuan mengenai tatacara menyelamat telah dipindahkan secara berperingkat di mana ahli akademik akan memindahkan ilmu kepada Graduate Intern (GI), ketua-ketua kampung dan ahli kumpulan ResQ UPSI seterusnya pemindahan ilmu daripada GI kepada komuniti kampung dilakukan dengan bantuan modul tatacara menyelamat sebagai panduan persediaan komuniti menghadapi banjir. Ilmu tatacara menyelamat meliputi asas keselamatan arus deras, teknik asas menyelamat, asas pertolongan cemas dan kemahiran asas penyelamat. Keberkesanan program ini dinilai berdasarkan penguasaan ilmu dalam kalangan komuniti sebelum dan selepas pelaksanaan program. Hasil tinjauan menunjukkan bahawa berlaku peningkatan bilangan komuniti yang menguasai ilmu tatacara menyelamat iaitu sebanyak 81 peratus selepas pelaksanaan program. Begitu juga dengan komuniti yang menguasai ilmu penggunaan peti ubat untuk pertolongan cemas telah meningkat sebanyak 83 peratus. Oleh itu, program ini telah memberi manfaat kepada komuniti Kuala Krai dalam meningkatkan pengetahuan dan kesedaran mengenai tatacara menyelamat dan pertolongan cemas bagi meningkatkan persediaan menghadapi banjir dan mengurangkan kesan banjir terutama dalam aspek keselamatan.

The implementation of knowledge transfer programme on rescue procedures during flood is one of the initiatives of UPSI, KKLDO (PTJKK) and MOHE (KPT) to enhance the knowledge and awareness of the community in practising rescue procedures during flooding events. Knowledge related to rescue procedures has been gradually transferred in which academicians would transfer the knowledge to the Graduate Intern, village heads and group members of ResQ UPSI, and from the GI to the village communities with the help of the rescue procedure module as a community readiness guide for when a flood hits. Rescue procedure knowledge covers the basic safety during strong currents, basic rescue techniques, first aid basis and basic rescue skills. The effectiveness of this programme is assessed based on knowledge capacity of the community before and after the implementation of the programme. The survey results show that there is an increase in the number of communities that master the knowledge of rescue procedures which is 81 percent after the implementation of the programme. Similarly, the community acquiring the knowledge on the use of first aid kit has increased by 83 percent. Therefore, the programme has benefitted the Kuala Krai community in enhancing the knowledge and awareness on rescue procedures and first aid to improve readiness for flood events and to mitigate the impact of floods, especially on the safety aspect.
