Analisis Tahap Organisasi Pembelajaran dalam Kalangan Penguatkuasa di Selangor

Organisasi pembelajaran merupakan elemen penting dalam meningkatkan kecekapan dan keberkesanan penguat kuasa pihak berkuasa tempatan (PBT). Kajian ini bertujuan untuk mengenal pasti tahap amalan organisasi pembelajaran dalam kalangan pegawai penguat kuasa Pihak Berkuasa Tempatan (PBT) di Selangor serta menganalisis perbezaan tahap amalan antara Majlis Daerah Sabak Bernam (MDSB) dan Majlis Perbandaran Kuala Selangor (MPKS). Selain itu, kajian ini juga meneliti faktor yang mempengaruhi tahap amalan organisasi pembelajaran dalam kalangan pegawai penguat kuasa. Kajian ini menggunakan pendekatan kuantitatif dengan kaedah soal selidik yang diadaptasi daripada teori organisasi pembelajaran oleh Senge (1990). Seramai 60 pegawai penguat kuasa dari kedua-dua PBT telah dipilih sebagai sampel kajian. Analisis deskriptif menunjukkan bahawa tahap amalan organisasi pembelajaran secara keseluruhan berada pada tahap sederhana (M=3.20, SD=1.18). Ujian-t tidak menunjukkan perbezaan signifikan antara MDSB dan MPKS dalam amalan organisasi pembelajaran. Analisis regresi linear berganda pula mendapati bahawa dimensi Visi Bersama, Penguasaan Peribadi, dan Pembelajaran Berpasukan mempunyai pengaruh signifikan terhadap tahap organisasi pembelajaran. Dapatan ini mencadangkan bahawa kepimpinan yang menyokong budaya pembelajaran, penyelarasan visi organisasi, serta peningkatan kompetensi individu dapat memperkukuhkan amalan organisasi pembelajaran dalam kalangan penguat kuasa PBT. Oleh itu, usaha penambahbaikan seperti program latihan berstruktur, peningkatan komunikasi organisasi, dan penggunaan teknologi pembelajaran perlu diterapkan bagi memastikan keberkesanan pembelajaran dalam organisasi.
