Inovasi organisasi mempunyai pelbagai definisi, konstruk dan item pengukuran mengikut definisi yang diberikan oleh para pengkaji. Definisi inovasi organisasi perlu dijelaskan sama ada daripada segi konstruk atau item pengukuran dalam menguji keupayaan inovatif sekolah. Oleh itu, kajian ini telah dijalankan untuk mendefinisikan inovasi organisasi yang berlaku di sekolah dan dimensi-dimensi yang terlibat dalam inovasi organisasi yang berlaku. Definisi dan dimensi yang dibangunkan adalah berdasarkan kepada kajian literatur secara ekstensif dan seterusnya disahkan oleh pakar penilai dalam bidang pengurusan pendidikan. Kesemua konstruk yang digunakan diubahsuai daripada konstruk inovatif yang diperkenalkan oleh Wang dan Ahmed (2004) dan disesuaikan dengan kesemua definisi inovasi dalam kajian literatur yang dijalankan. Sebanyak empat konstruk digunakan iaitu produk, proses, pasaran dan strategik yang mengandungi 16 item pengukuran. Enam pakar penilai terlibat dalam kesahan muka dan kesahan kandungan dalam kajian ini. Indeks kesahan kandungan (CVI) dan pekali Kappa diubahsuai digunakan dalam mengesahkan instrumen. Hasil kajian mendapati bahawa 15 item mempunyai nilai ambang yang lebih daripada 0.8, hanya satu item yang mempunyai nilai yang rendah daripada 0.8. Item ini diubahsuai untuk proses kesahan seterusnya. Setelah proses kesahan dilakukan, kesemua 16 item mewakili empat dimensi iaitu, (1) Produk, (2) Proses, (3) Pasaran dan (4) Strategik dikekalkan. Instrumen ini boleh digunakan untuk dilakukan proses kesahan seterusnya. Instrumen ini juga memberikan satu perspektif baharu dalam mengukur inovasi organisasi yang berlaku dalam bidang pendidikan terutamanya sekolah.
