Abstract

Kajian ini memberi fokus kepada cabaran yang dihadapi oleh sekolah berprestasi rendah dan menyediakan pelan tindakan untuk memperkasa sekolah-sekolah tersebut. Persampelan berstrata digunakan untuk memilih sekolah berprestasi rendah yang mendapat band 6 dan 7 berasaskan satu penilaian pada tahun 2011 oleh Kementerian Pendidikan. Daripada 43 buah sekolah berprestasi rendah di negeri Perak, sebanyak 22 buah sekolah telah mengambil bahagian dalam kajian ini. Ia melibatkan seramai 704 orang guru. Data dikumpul dengan menggunakan soal selidik soalan terbuka berstruktur. Kemudian data tersebut dianalisis secara naratif mengikut tema yang disediakan. Dapatan menunjukkan bahawa sekolah berpretasi rendah menghadapi cabaran motivasi pelajar yang rendah dan guru-guru yang kurang kualiti penyayang. Ringkasnya, di sekolah berprestasi rendah, pengetua perlu membaiki personaliti dan kemahiran profesional mereka, iklim, infrastruktur, pengajaran dan pembelajaran dan juga sokongan ibubapa. Kajian ini menyediakan pelan tindakan memperkasa sekolah berprestasi rendah untuk membuat intervensi dan strategi yang sesuai. Inisiatif ini menjadi satu panduan kepad pengetua yang terlibat dan pembuat dasar.

 

This study focuses on the challenges face by low performing schools in the state of Perak and provides action plans to strengthen those schools. Stratified sampling has been used to select the low-performing schools in band 6 and 7 based on an evaluation in 2011 by the Ministry of Education. From the total of 43 low-performing schools in Perak, 22 schools have participated in the study. The survey involved 704 teachers. Data were collected using structured open-ended questionnaires. Later, they were analyzed narratively using identified themes. The results indicated that low-performing schools faced challenges in terms of students’ low motivation and teachers who were lacking of caring qualities. In sum, at the low performing schools, principals need to improve their personality and professional skills, the climate, infrastructure, teaching and learning and also parental supports. This study provides action plans for empowering low-performing schools to adopt the appropriate interventions and strategies. These initiatives serve as a guide to principals involved and policy makers.
